If a procurement contract for ration arrangement could not be concluded or where such contract, even if concluded, is violated or where the public entity has terminated the procurement contract pursuant to the Act or this Regulation, the chief of such an entity shall commence new procurement process not later than fifteen days, and write to the superior office for direction and provide ration as directed by the superior office, until the new process is completed.
